Hmm this is either Way not the Chief, or the ODST is just REALLY big compared to normal Human Size 
'Cause Master Chief (if i'm not wrong) is an Spartan II-Series Spartan, like "George" from Noble Team,
they are all between 2,15 and 2,30 Meter's tall - while the Spartan III-Series (Noble Team from Reach or Stuff) are all usual above 2 Meter's big, but not or rarely about 2,10 Meters. :3
So in short,
Chief would STILL be "one Head-Size bigger"
The Spartan would need to be somewhere about 2,04 Meters big to be "just that small little bit shorter" than the Chief, as he is in the Picture
